These special stationery types are usually exclusive to a particular region. If you don't have a Japanese 3DS, you'll need a friend who does to send a letter to you in Swapnote/Nintendo Letter Box with the stationery selected.

I think a few of our North American members have already received this.
It's possible, but I have no idea. If so, I should end up with a letter from my buddy in Saudi Arabia within the next day, at least. We both try to keep up with the special stationery and have all of them to date, save two or three.
Well, I know Candy sent this earlier, which is how I was able to receive it after publishing the article. I'm not sure if this was exclusive to a particular region or not. I know I didn't receive it on my Japanese 3DS though.

I'll be more than happy to send it to you if you want.
That'd be real appreciated, Kevin :)

I think "stationery/stationary" is another one of those words that are spelled differently depending on whether you use American or British English. I just went with how it's spelt in Swapnote on my 3DS xD

No, they're entirely different...

Stationary, with an a, is an adjective only. It means not moving or not capable of being moved. Stationery, with an e, is a noun only. It means writing paper and envelopes. In North America, it’s usually used in reference to paper and materials for writing letters. Outside North America, it’s used more broadly.

I do too. My favorite is Paper Mario Sticker Star but that is because I am in love with the Paper Mario series.
